Global Space Governance – Pathways to Agreement

SWF Monographs on Space Governance is a new publication series from Secure World Foundation that examines evolving approaches to space governance and offers strategic insight for policymakers, industry leaders, and civil society. The first entry in the series, Strategic Pathways for Global Space Governance, outlines a forward-looking framework for managing the increasing complexity in the space domain.
This monograph, authored by longtime space policy leader Richard DalBello, challenges assumptions about the centrality of treaty-based approaches and presents a multi-layered model of governance grounded in practical tools already in use today. Rather than focusing solely on COPUOS or traditional diplomatic venues, it explores how flexible, overlapping mechanisms, such as technical standards, multistakeholder initiatives, and data-sharing frameworks, can help address urgent coordination challenges.
It also addresses complex issues, such as the role of private actors, legal fragmentation, and path dependency in reform efforts.
